Family Educational Rights and Privacy Act (FERPA)
CMC guidelines for sharing confidential student information come from the Family Educational Rights and Privacy Act (FERPA), 34 CFR Part 99, Subpart A – General, and from approved Board of Trustees Policy 5040.
I. SHARING DIRECTORY INFORMATION
Directory Information is defined in the federal law as information contained in an education record of a student that would not generally be considered harmful or an invasion of privacy if disclosed. From the categories listed in the federal law, CMC’s Board has defined only the following as Directory Information:
Only these items are “directory information” at CMC and OK to share, unless the student gives permission in writing. Release of Information Form. Should the student decide he/she does not want his/her “directory information” shared, then a Full Suppression form must be signed and provided to Admissions & Records.
Please note: To protect your privacy Copper Mountain College’s policy is ‘All or Nothing’. When you ask for your records to be suppressed, all Directory Information will become unavailable for the public to see and we will be unable to acknowledge that you attend Copper Mountain College. The student must come in person to Admissions & Records to complete any college transactions, such as: registration, billing, transcripts, grades, etc. The suppression will stay in effect until this form is again completed to allow CMC to release your Directory Information. Even if this is signed and the Directory Information is suppressed, parents of dependent children (according to IRS rules) still have the right to view all of their student’s records.
II. SHARING CONFIDENTIAL, INDIVIDUALLY IDENTIFIABLE INFORMATION
From the federal law:
(a) An educational agency or institution may disclose personally identifiable information from an education record of a student without the consent required by § 99.30 IF the disclosure meets one or more of the following conditions (KEY POINTS UNDERLINED):
The disclosure is to other school officials, including teachers, within the agency or institution whom the agency or institution has determined to have legitimate educational interests. (e.g. faculty, counselors, administrators at CMC)
The disclosure is, subject to the requirements of § 99.34, to officials of another school, school system, or institution of postsecondary education where the student seeks or intends to enroll. (e.g. to a bonafide university admissions representative)
The disclosure is, subject to the requirements of § 99.35, to authorized representatives of … (several federal agencies and); (iv) State and local educational authorities. (e.g. CCC Chancellor’s office staff).
If you have questions about a particular situation, please do not hesitate to contact Greg Brown, Vice President of Student Services, ext. 5290, or Brian Heinemann, Director of Financial Aid, ext. 5278.
Full or Closed Classes
When a course reaches its maximum capacity, students cannot be added to the course. Maximum capacities for classroom courses are based on the maximum fire code capacity per each room where the course will be taught. Maximum capacities for online courses are based on faculty contracts and cannot be adjusted. Students who find that desired courses are closed are encouraged to check the Schedule of Classes to select an alternative section of those courses.

Scholarships are also awarded to graduating seniors in the Morongo Unified School District (MUSD) to be used if they enroll at Copper Mountain College following graduation. MUSD staff choose the local high school scholarship winners.
